چکیده

may accept findings that minimum wage increases do not adversely affect employment, but economists question them. Critics have charged that the studies use poor data or incorrect methodologies. Some economists also argue that no convincing theoretical model predicts that minimum wage increases do not reduce employment. Many of these economists believe that low-wage labor markets are instead characterized by a competitive model that predicts that an increase in the wage floor should always reduce employment. This article describes and evaluates several alternative models that may explain the controversial recent findings and proposes avenues for future research that would help determine the validity of these models. Underreporting and Minimum Wage

We propose a theory of firm that is consistent with empirically observed phenomenon of firms simultaneously engaging in both formal and informal activities. Firms face endogenous probability of auditing that depends on the scale of underreporting of both sales and wages. We characterize the conditions for a firm facing corporate, value added and payroll taxes to hide a part of its activities. U...

The effect of doubling the minimum wage on employment: evidence from Russia

We take advantage of a natural experiment in the minimum wage setting in Russia to study the employment consequences of large hikes in the minimum wage. In September 2007, the Russian government raised the federal minimum wage from 1100 to 2300 Rubles and simultaneously gave the regions the power to set their own minima above the federal threshold. In studying the effect of this reform, we foll...

Wage Hikes as Supply and Demand Shock

Wage hikes affect production costs and hence are usually analysed as supply shocks. There is, however, a long-standing debate about demand effects of wage variations. In this paper, we bring together these two arguments in a Kaldorian model with group specific saving rates and a production technology that allows for redistribution between workers and entrepreneurs following a wage hike. We ther...

Minimum Wages, Unemployment and Informality: Evidence from Panel Data on Russian Regions

This paper revisits labor market effects of the minimum wage by taking advantage of a unique institutional setting and rich data from Russia covering 89 regions over 10 years, from 2001 to 2010. Our empirical analysis draws on the methodology introduced by Neumark and Wascher, in which labor market outcomes at the regional level are related to the relative minimum wage (captured by the Kaitz in...

Distributional Effects of Local Minimum Wage Hikes: A Spatial Job Search Approach∗ Click here for the latest version

This paper develops and estimates a spatial general equilibrium job search model to study the effects of local and federal minimum wage policies. In the model, firms post vacancies in multiple locations. Workers, who are heterogeneous in terms of location and educational types, engage in random search and can migrate or commute in response to job offers. I estimate the model by combining multip...
